
Curatorial Hour on Preventing Extremism and Terrorism Held at the Faculty of Law





On April 8, 2026, a curatorial hour was conducted at the Faculty of Law for students of group SPD-17 by Candidate of Legal Sciences, Senior Lecturer of the Department of Criminal Law Disciplines, Anel Rakhmetzhanovna Yensebayeva, on the topic:
“Protecting Youth from the Threats of Religious Extremism and Terrorism.”
During the session, key issues related to countering religious extremism and terrorism as serious threats to public safety were discussed. Students were provided with a clear understanding of extremism as a system of radical ideologies, as well as terrorism as a form of violent activity aimed at intimidating the population and destabilizing society .
Particular attention was given to the factors contributing to youth involvement in destructive movements, including the influence of social media, lack of reliable information, and various psychological and social determinants. The importance of developing critical thinking and information literacy as essential tools for preventing radicalization was emphasized.
In addition, students were thoroughly informed about criminal liability for extremist and terrorist offenses in accordance with the provisions of Chapter 10 of the Criminal Code of the Republic of Kazakhstan (“Criminal Offenses Against Public Safety and Public Order”).
In particular, the following provisions were addressed:
- Article 174 — incitement of social, national, tribal, racial, class, or religious discord;
- Article 256 — propaganda of terrorism or public calls for committing acts of terrorism;
- Article 257 — creation, leadership, or participation in a terrorist group;
- as well as other legal norms establishing liability for participation in prohibited organizations and assistance to terrorist activities.
Students were also informed that even the dissemination of extremist content via the Internet may result in criminal liability.
At the conclusion of the session, it was emphasized that ensuring public safety is not only the responsibility of the state but also of every individual. The development of legal awareness, a critical approach to information, and an active civic stance are essential conditions for maintaining social stability and security.
