The history of the creation and development of the faculty
The history of the faculty of law can begin in september 1997, when for the first time at the L.N. Gumilyov ENU, students began studying law on the basis of the faculty of history. At that time, the dean of the faculty of history, under whose leadership the first set of applicants in the legal profession was made, was doctor of historical sciences, professor K.A. Akhmetov. Then, in 1998, an independent law faculty was established. During the 25 years of the faculty of law's existence, its leaders were well-known legal scholars and public figures: A.M. Nurmagambetov, Zh. Utenov, E.Zh. Shalbaev, K.Zh. Baltabaev, G.B. Ispaeva, S.M. Omirbaev, M.A. Sarsembaev, E.B. Abdrasulov, Zh.I. Ibragimov, Zh.D. Busurmanov. Sh.V. Tlepina, E.K. Karzhaubaev, E.A. Ongarbaev, S.K. Amandykova.
Currently, the faculty of law is headed by doctor of law, professor Bauyrzhan Mamytbekovich Smatlaev, an honorary employee of the prosecutor's office of the Republic of Kazakhstan, has state awards.
Dean Smatlaev B.M. revised the entire learning process, educational programs, and updated the teaching staff. Under his leadership, the faculty has built relationships with foreign law schools and faculties of foreign universities. The practice of attracting reputable legal scholars from other countries and practitioners as teachers has been introduced.
Under his leadership, an association of graduates of the faculty of law was established, and a Dissertation council was organized in the specialties "Jurisprudence" and "International Law".
Currently, the faculty employs well–known civil scientists Bekturganov A.E., Nurgalieva E.N., Mukasheva A.A., Zharkenova S.B., I.S. Saktaganova constitutional theorists Beibitov M.S., Abdrasulov E.B., Tlepina Sh.V., Zh.I. Ibragimov international experts Sarsembaev M.A., Abaideldinov E.M., specialists in the field of criminal law Ongarbaev E.A., Baltabaev K.Zh., processualists Smatlaev B.M., A.N. Akhpanov and others.
The faculty of law consists of three main departments, such as the department of criminal law, the department of constitutional and civil law and the department of international law.
Today, about 50 teachers work at the faculty. Of these, 19 doctors of law, 17 candidates of law, 10 PhD doctors. 16 faculty teachers were awarded the title of "Best teacher of the year".
On average, the faculty graduates 160 bachelors, 30 undergraduates and 5 doctoral students per year.
The faculty attaches great importance to scientific activities. In five years, more than 10 teachers have become PhD doctors.
In 2009, our faculty published the first issue of the scientific journal "Bulletin of the L.N. Gumilev ENU. The series of Legal Sciences" (2009), where the materials of prominent scientists of Kazakhstan and foreign countries, young scientists are published. Branches of departments have been opened at the Astana city Police department, the Astana city Court Administrator and the Republican center for Forensic examinations. Cooperation with the Constitutional Court, the Supreme Court, the Prosecutor General's Office and the Ministry of Justice occupies an important place in the activities of the faculty.
Our teachers participate in many national and foreign scientific events, carry out a large amount of scientific research, including fundamental research on state grants in various fields of jurisprudence, publish monographs, textbooks, manuals, publish scientific and analytical articles and perform other scientific work.
The Faculty has established and successfully operates scientific schools representing various branches of jurisprudence, in particular environmental and natural resource law, labor law, criminal, criminal procedure and penal enforcement law, criminology, international law, theory and history of legal science.
By the Decree of the Government of the Republic of Kazakhstan dated september 21, 2022, the L.N. Gumilyov Eurasian National University was awarded the status of a research university and the Development program for 2022-2026 was approved. The main focus of the faculty of law is the implementation of a program for the development of integration of scientific and educational activities, improving the quality of training, strengthening the interaction of science, industry and business, increasing the contribution to the social development of the country.
The mission of the university and the faculty focuses on achieving the set goals and objectives in the development of legal education and science in the Republic of Kazakhstan.
