The international cooperation


The Department of Constitutional and Civil Law develops cooperation with universities both at the national and international levels, international organizations accredited in the Republic of Kazakhstan, namely:
- Jagiellonian University (Poland);
- Tallinn University of Technology (Estonia);
- Vilnius University (Lithuania);
- Kyrgyz State Law Academy under the Government of the Kyrgyz Republic (Kyrgyz Republic);
- Moscow State Institute of International Relations (Russian Federation):
- RUDN University (Russian Federation);
- St. Petersburg State University (Russian Federation);
- Tyumen State University (Russian Federation);
- University of Warsaw (Poland);
- University of Wroclaw (Poland).
Collaboration in educational activities. Exchange of students and teachers. The department organizes student exchanges with foreign universities, and also invites teachers from other countries to give guest lectures or conduct joint research.
- In the period from September 26, 2022 to May 31, 2023, the university organized a series of lectures on the topic "Anti-corruption culture" (online/offline). Marco Greggi, Professor at the University of Ferrara (Ferrara, Italy), a well-known expert in the field of anti-corruption policy and practice, was invited to conduct lectures. (Order No. 1601-p dated 12.10.2021).
The purpose of this lecture series was to familiarize students with the basics of anti-corruption culture, its importance and methods of fighting corruption. The lectures were organized in the format of open events, accessible to all interested students and teachers.
Professor Marco Grigis presented current research, real-life examples and practical recommendations for creating an anti-corruption culture. He also held interactive discussions where students could express their opinions and ask questions. Professor Marco Greggi provided students with access to additional materials recommended for self-study of the topic. Practical tasks were also presented to consolidate the acquired knowledge.
Since the 2022-2023 academic year, Professor Marco Greggi has been a full-time lecturer at the department and teaches the following disciplines: "Anti-corruption Policy" (2 nd year students of International Relations, Bachelor's degree in Political Science), "Methodology of Legal Analysis" (1st year undergraduates of the specialty "Jurisprudence") in English (Order No.2501-p dated 12/29/2022).
- In the period from April 20, 2023 to May 3, 2023, the university organized a series of 12 lectures (online) on the topic "Civil law" and "Law of Obligations". Professor Nazir Abdushukur kizi Turekulova, a well-known specialist in the field of civil law, was invited to conduct these lectures at Tashkent State Law University. (Order No. 672-P dated 01/21/2023).
The purpose of this lecture series was to familiarize students with the basics of civil law, its principles and application in everyday life. The topic of inheritance law was also considered, which is important for understanding the legal aspects of inheritance transfer.
Each lecture was held in an interactive form, where students had the opportunity to ask questions and participate in discussions. Professor Nazira Abdushukur kizi Turekulova provided students with access to additional materials and recommended literature for further study of the topic.
- As part of academic mobility for the period 2023-2024 academic year, three students are studying at the department:
- Achilov Zhavohirkhuzha Azizovich (Uzbekistan) Tashkent State Law University. (Order No. 1438-s dated September 11, 2023).
- Yuldoshev Dovud Rafik Ugli (Uzbekistan) Tashkent State Law University. (Order No. 1438-s dated September 11, 2023).
- Ibodulloev Shahrom Ekubchonovich (Tajikistan) Tajik State University of Business Law and Politics. (Order No. 1362-s dated 09/05/2023).
Cooperation in research activities. Joint scientific projects. The department collaborates with colleagues from other universities on joint scientific research or projects.
-Doctor of Law, Professor Nurgalieva E.N., PhD., Professor Zharkenova S.B. took part in the project “Development of a legal mechanism for regulating the labor of medical and pharmaceutical workers” of the Ministry of Education and Science of the Republic of Kazakhstan, grant No. AP08857075 (October 01, 2020 - December 01, 2022).
According to the results of the study by a team of authors led by Doctor of Law, Professor E.N. Nurgalieva. a monograph “Legal mechanism for regulating the labor of medical and pharmaceutical workers” was prepared and published.
- Candidate of Law, Professor Saktaganova I.S. took part in an international project with the International Scientific and Technical Center “Implementation and sustainability of educational program “International Business and strategic trade control” Warsaw (Poland) (Implementation and sustainability of the educational program “International business and strategic trade control”) (November 2021 - December 2022), order No. 2214-p dated December 13, 2021. Implementation of joint MINOR in OP 6B04201-Jurisprudence.
As part of the project, a minor module “Strategic trade control in foreign economic activity” was developed and updated for 3rd year undergraduate students as part of the educational program and catalog of disciplines “6B04201 - Jurisprudence”. The module is included in the catalog of minor modules of educational programs of L.N.Gumilyov Eurasian National University.
February 17, 2022 by the L.N. Gumilyov Eurasian National University (ENU), with the support of the International Science and Technology Center (ISTC), organized and held a round table on the topic “Legal aspects of the implementation of strategic trade control in the countries of the post-Soviet space” with the participation of professor, senior project manager and ISTC diplomatic adviser, PhD Velichkov K.
- Candidate of Law, Professor Saktaganova I.S. took part in the International project “Creation and support of the National Center for Resource Groups on Education, Psychosocial Support and Mental Health of Children and Families and the creation of a National Center of Resource Groups on Education, Psychosocial Support for the Mental Health of Children and Families at the L.N. Gumilyov Eurasian National University (ENU)" with the UNICEF Foundation (December 2021 - November 2022), order No. 102-p dated January 26, 2022.
Cooperation agreements have been prepared and signed with:
- Center for the Reintegration and Rehabilitation of Children under the Ministry of Foreign Affairs of the Republic of Kazakhstan,

In order to implement the Cooperation Agreement within the framework of the Program implementation between the NJSC “L.N. Gumilyov Eurasian National University" and the United Nations Children's Fund (UNICEF) to achieve the result of the project, a REGULATION for the "National Center for Resource Groups on Education, Psychosocial Support and Mental Health of Children and Families" was prepared and approved.
- Candidate of Law, Professor, Zharkenova S.B. took part in the project “International and national mechanisms for the protection of human rights” of the Administration of the President of the Republic of Kazakhstan, financed by the OSCE Program Office in Astana (May 15, 2016 - December 20, 2023).
-Candidate of Law, Professor Zharkenova S.B. took part in the project “Analytical research on interaction with compatriots abroad and repatriation” (research on interaction with compatriots abroad) of the Ministry of Information and Social Development of the Republic of Kazakhstan (February 1, 2021 – November 30, 2021).
-In the period from October 31 to November 11, 2023, within the framework of the implementation of the scientific project AP19679495 “Problems of regulation of the legal regime of animals: domestic and foreign experience” in accordance with agreement No. 269/23-25 dated 03.08.23, financed by the Science Committee of the Ministry of Science and Higher Education of the Republic of Kazakhstan took place on a foreign business trip to Queen Mary University (London, UK).
During the business trip, the project employees achieved all their goals and objectives. The purpose of the foreign business trip was to study and discuss issues of animal rights protection in the UK and other European countries, as well as the possibility of their application to the Kazakh reality.
To achieve this goal, the project staff were assigned the following tasks:
- obtaining experience and expert opinion from the point of view of European and British legislation from scientists at Queen Mary University of London, in particular, Professor Joanna Gibson;
- access to the materials of the university library fund was obtained;
- materials from the university library collection were collected;
- the existing regulatory legal framework of Great Britain in the field of the legal regime of animals is analyzed;
- The works of foreign scientists on ensuring the rights of animals and establishing the legal status of animals were studied.
During the meeting with professors and students of Queen Mary University, the staff made certain notes and emphases to be taken into account in further research work.
-In the period from November 27 to December 1, 2023, Doctor of Law, Professor of the Department of Constitutional and Civil Law of the L.N. Gumilyov Eurasian National Universityof Mukasheva Anar Abaykhanovna took part in scientific and practical events in the field of environmental protection and rational use of natural resources of the Department of Environmental Law of the Tashkent State University of Law with the aim of exchanging experience and implementing mutual scientific cooperation.
Through this exchange, universities enrich their teaching programs by providing students with the opportunity to learn and apply best environmental practices.
One of the key achievements of this exchange of experience is the development of joint research projects aimed at solving pressing environmental problems. Thanks to the collective efforts of scientists and students from different countries, universities have significantly improved their ability to monitor, analyze and prevent environmental problems.
The cooperation between the L.N. Gumilyov Eurasian National University and the Tashkent State University of Law in the field of environmental protection is an important step towards creating a sustainable and environmentally responsible future, and its success confirms the importance of international exchange of experience in this field.
Organization of conferences. The department organizes international conferences in which foreign specialists take part.
-Within the framework of the project “Development of a legal mechanism for regulating the labor of medical and pharmaceutical workers” of Doctor of Law, Professor Nurgalieva E.N., Candidate of Law, Professor Zharkenova S.B. on May 19, 2022, an international scientific and practical conference “Problems of legal regulation of the labor of medical and pharmaceutical workers” was organized. The following foreign scientists took an active part:
- Golovina Svetlana Yuryevna, Doctor of Law, Professor, Head of the Department of Labor Law of the Ural State University of Law (Russia, Yekaterinburg);
- Khnykin Gennady Valentinovich, Doctor of Law, Professor of the Department of Labor Law, Faculty of Law, Lomonosov Moscow State University;
- Zhiltsov Miron Alexandrovich, Doctor of Law, Professor of the Department of Labor Law of the Ural State University of Law (Russia, Yekaterinburg);
- Kalinina Ekaterina Gennadievna, Candidate of Law, Deputy Director of the Institute of Additional Education, Senior Lecturer at the Department of Constitutional Law of the V.F. Yakovlev Ural State Law University.
- On November 24, 2023, the L.N. Gumilyov Eurasian National University hosted an international scientific and practical conference on the topic ""Constitution and legislation of the Republic of Kazakhstan in the context of the burning of social processes: dialogue and progressive development". The conference was attended by deputies of the Parliament of the Republic of Kazakhstan, statesmen, heads of law enforcement agencies, representatives of ministries and departments of the Republic of Kazakhstan, academic professors from foreign countries and the Republic of Kazakhstan, university professors, doctoral students, magistrates, students. Scientists from Kyrgyzstan, Switzerland, Germany, and Russia actively participated
During the visit, foreign scientists, Professor Nicholas Hayoz from the University of Fribourg, Professor Alexey Obnov from Lomonosov Moscow State University, academician, Doctor of Law, Professor Cholponkul Arabaev from the National Academy of Sciences of the Kyrgyz Republic gave lectures to students of the Faculty of Law, took an active part in the conference.
Other major foreign scientists participated in the conference online, such as Grigory Vasilevich, who worked for a long time as Chairman of the Constitutional Court of Belarus; Fryderyk Tsol, professor at universities in Germany and Poland, and other scientists.
Publications and exchange of experience. Teachers of the department publish articles in foreign scientific journals, as well as participate in international conferences to share experience and knowledge with colleagues from other countries, with foreign research centers.
- the department cooperates with the Scientific and Practical Center at the Prosecutor General's Office of the Republic of Belarus for scientific consulting of doctoral students.
- Every year the department cooperates with the Department of Theory and History of State and Law of Altai State University, Russian Federation on scientific consulting for doctoral students.
- On October 21, 2023, Professor of the Department, Doctor of Law J.I. Ibragimov presented a scientific report "Kazakh law as a legacy of the Turkic civilization" at the international forum. The International Forum was attended by scientists from Japan, China, Germany, Hungary, Russia, Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan. The International Forum was held at Altai State University (Barnaul, Russian Federation).
Double diplomas. The department participates in a double degree program with other universities, which allows students to receive two diplomas - from their university and from a partner university for completing a common study program.
- Currently, a preliminary agreement has been reached on the implementation of the double degree program with the Zhusup Balasagyn Kyrgyz National University. Universities are developing a framework for the implementation of double-degree educational programs.
All these types of inter-university cooperation contribute to the exchange of knowledge and experience, as well as strengthening ties between educational institutions, contributing to the development of law at both the national and international levels.
Doctor of Law, Professor Abrasulov Yermek is currently undergoing a scientific internship in Germany at Osnabrück University as part of the "500 Scientists" program, which started in March 2024.
In the first two weeks of his stay, Professor Abrasulov actively engaged in both research and educational activities. At the Institute of European Studies, he is conducting comparative research on judicial systems, working closely with leading German experts, including Professors Hans Schulte-Nölke, Friederick Zoll, Gerhard Geske, and Stefan Rupprich.
One of the key objectives of his internship is an in-depth study of the legal status of academic staff in Germany. Professor Abrasulov carefully examines the legal status of German professors, which includes unique privileges and responsibilities as public servants. Of particular interest is the opportunity for professors to assume judicial positions without additional qualifying exams, which markedly distinguishes the German system from the Kazakh one.
Moreover, Professor Abrasulov has made a significant contribution to strengthening ties between Kazakhstan and Germany by participating in international meetings with Kazakh researchers and legal scholars from Germany. Notably, a meeting was held with the director of the Institute of European Law, Hans Schulte-Nölke, and Professor Rupprich, during which future collaboration between the law faculties of both countries was discussed.
Professor Abrasulov's participation in international research projects not only advances legal scholarship in Kazakhstan but also helps improve legal education at the L.N. Gumilyov Eurasian National University. The knowledge and experience gained will positively impact the training of future Kazakhstani lawyers and further strengthen academic ties between universities.
