The Department of Constitutional and Civil Law operates on the basis of two combined departments: the Department of Theory and History of State and Law, Constitutional Law and the Department of Civil, Labor and Environmental Law.
At the origins of its creation was the Doctor of Law, Professor A. Agdarbekov. During its existence, the heads of the department were M.S.Bashimov, E.K. Nurpeisov, J.K. Ibragimov, B.O. Turebekova, E.B. Abdrasulov, Sh.Sh. Ormanova, Sh.V. Tlepina, B.O. Altynbasov, N.I. Khairmukhanmedov, J.I. Ibragimov.
Since 2022, the Department of Constitutional and Civil Law has been headed by Doctor of Law, Professor A.E. Bekturganov, holder of the Order "Kurmet", "Parasat", medals: "Kazakhstan Republikasynn tauelsizdigine 10 zhyl", "Kazakhstan Constitution 10 zhyl", "Kazakhstan Parliamentine 10 zhyl", medal named after I. Altynsarin, badge "Honorary Worker of Education of the Republic of Kazakhstan".

The degree of the department today is 75%.
The Department of Constitutional and Civil Law carries out the bulk of pedagogical and research activities in the field of history, theory of state and law, constitutional, administrative, civil, land and financial law.
The main (significant) scientific achievements of the teaching staff of the department:
- In 2020, Doctor of Law, Professor A.A. Mukasheva became the owner of the title "The best teacher of the university - 2020";
- Since November 2020, within the framework of the implementation of scientific, scientific and technical projects on grant financing of the Ministry of Education and Science of the Republic of Kazakhstan, a study on the topic has been conducted: "Development of a legal mechanism for regulating the labor of medical and pharmaceutical workers" by Doctor of Law, Professor Nurgalieva E.N.
- In 2018, Doctor of Law, Professor Nurgalieva E.N. was awarded the title of "Eurasia Maktanyshy".
- Since 2018, Candidate of Law, Professor of the Department Zharkenova S.B. regularly participates in the OSCE program in a joint project of the Presidential Administration of the Republic of Kazakhstan and the OSCE with the participation of an expert of the Commission on Human Rights under the President of the Republic of Kazakhstan "International and national mechanisms for the protection of human rights".
- May 21, 2018, Doctor of Law, Professor Nurgalieva E.N. took part in the round table "Social and labor relations in Central Asian countries: analysis and prospects" in the Federal Budget of the Republic of Kazakhstan: on the topic "Legal regulation in labor migration in the EEA countries".
- In the period from 2015 to 2017, the Department carried out the implementation of grant fundamental research of the Ministry of Education and Science of the Republic of Kazakhstan under the guidance of Doctor of Law, Professor. Kosanova Zh.Kh. on the topic "Problems of legal support of small hydropower in the Republic of Kazakhstan", the working group included Doctor of Law, Professor Nurgalieva E.N., Doctor of Law, Professor Mukasheva A.A.
- From 2016 to 2019, under the leadership of Doctor of Law, Professor E.N. Nurgalieva, grants were implemented under the project "Improving the level of interaction between NGOs and state bodies on human rights protection" with the support of the NGO "Center for Support of Civil Initiatives" and the Ministry of Information and Public Development of the Republic of Kazakhstan. The project was attended by such scientists as Doctor of Law Mukasheva A.A., Candidate of Law, associate professor Saktaganova I.S., Candidate of Law Ormanova Sh.Sh.. Within the framework of the grant, seminars were held in almost all regions of the Republic of Kazakhstan, manuals and articles were published;
At the initiative of the Department, events are held with the participation of foreign professors, such as summer (spring) school, online conferences and webinars. Various meetings, round tables, etc. are held with the participation of employers, representatives of state bodies and stakeholders.
As part of the university's mobility program, the department widely practices inviting foreign specialists. Along with reading special courses, professors conduct scientific and theoretical seminars on topical issues of theory and history of state and law, constitutional law for undergraduates, doctoral students and teachers of the department and faculty.
As part of the academic mobility program, students from Russia, Uzbekistan, and Tajikistan study at the department.
The department has a student scientific circle "Kukyk uni", the head is PhD doctor, senior lecturer A.A. Kasymzhanova.
The teaching staff of the department is actively engaged in research activities, publishes monographs, textbooks, and is published in special publications, including abroad (in journals with an impact factor). In 2022, the teaching staff of the department published scientific and teaching aids: 2 textbooks, 4 teaching aids, including 2 monographs. Under the scientific guidance of the faculty of the department, students actively participate in various events both at the regional, republican, and international levels. The winners of the "Best Teacher" grant were A.A. Mukasheva. (2009, 2020), Nurgalieva E.N. (2010).
On February 19, 2021, L.N. Gumilev Eurasian National University held a republican scientific and practical conference "Salyk Zimanov - citizen, scientist, statesman and public figure". The conference was held as part of the celebration of the 100th anniversary of Academician, Doctor of Law, Professor Salyk Zimanov. Within the framework of the event, a presentation of Salyk Zimanov's nominal audience at the Faculty of Law of the L.N. Gumilev ENU was also held. In addition, an exhibition of scientific works and photographic materials of the biography of Academician Salyk Zimanov was organized.
On November 24, 2023, the L. Gumilyov Eurasian National University hosted an international scientific and practical conference on the topic "Kogamdyk protesterdi zhangyrtu kontexindegi Kazakhstan Republikasyn Constitutions zhane zannamasy: dialogue zhane udemeli damu".
The conference was attended by deputies of the Parliament of the Republic of Kazakhstan, statesmen, heads of Law enforcement agencies, representatives of ministries and departments of the Republic of Kazakhstan, professors - scientists from foreign countries and the Republic of Kazakhstan, university teachers, doctoral students, magistrates, students. We note the active participation of scientists from Kyrgyzstan, Switzerland, Germany, and Russia.
In the scientific reports and reports of the speakers, topical issues related to the formation and development of the justice system, legal policy, legal consciousness, the law-making process as a whole were touched upon.
Teachers of the Department in every possible way contribute to the comprehensive development of students and contribute to their achievement of success and significant results.
Today, the Department faces new challenges, new horizons of development. The activity of a team of teachers, scientists, doctoral students, undergraduates and students is aimed at continuous improvement of the educational process, research activities, educational and methodological work, support of a creative attitude to their work.
